Tallulah was abandoned in winter in a place called Denchevtsi, along with her puppies who she had just given birth to. A family rescued and cared for them for a couple of months, before they were brought to the shelter. The puppies adjusted well here, but Tallulah needed a lot of one-to-one attention. Fortunately, Pamela (who rescued the family) said she would take Tallulah back and devote the time to help her overcome her nervousness around people.
It's slow progress, but Tallulah is responding to the love and attention she is receiving. She accepts being touched now, so we are hopeful she can overcome her fears given time.
